As every year, the 2019 Finance Act includes new measures impacting the field of real estate. This year, they benefit investors, tenants and first-time buyers alike. Here are the main measures.
Pinel and Censi-Bouvard devices extended
When it was due to end on December 31, 2018, the Censi-Bouvard package is extended for 3 years. Note that this package allows some non-professional furnished rental companies to benefit from a reduction in income taxes, spread over 9 years, the rate is set at 11% of the cost of housing.
As for the Pinel law, it is now focused on tense areas (A, A bis and B1) and is also maintained until December 2021. Interesting novelty for future expatriates: instead of having his tax reduction suspended, an owner who has made a Pinel investment since January 1st will be able to continue to benefit from its tax advantages..
Pinel Denormandie measure: investing in old real estate
2019 marks the birth of a new measure dedicated to investors. It aims to encourage renovation work in areas with many vacant or poor housing. Like the Pinel scheme, the rate of tax reduction varies depending on the duration of lease, provided that renovations of at least 25% of the total price of the operation are carried out.
Measures in favor of tenants
Tenants will also benefit from the new measures introduced this year, under the first applicable provisions of the ELAN Act, which include:
- the signing of a mobility lease for the short-term rental. In addition to giving the lessor more flexibility, it facilitates access to housing, particularly for students or people with professional mobility.
- supervision of rents for experimental use for 5 years in tense areas or certain voluntary communities.
The revamped CITE
Contrary to what was envisaged in the autumn, the CITE Energy Transition Tax Credit was extended for another year. Remember that this system allows taxpayers to benefit from an income tax credit for expenses incurred to improve the environmental quality of their homes.
Also note that the list of eligible expenses has been arranged: the replacement of single glazed windows with doubles has been reintroduced. Eligible expenses also include the cost of installing heating equipment using renewable energy, as well as the cost of installing an oil tank.
